Outlook Express msimn.exe file

I have notice my OE program hanging up, and "...not responding..." of late;
when I checked my task mgr, the msimn.exe file was consuming over 50% of my
CPU usage when it is operating. By comparison, under the same set of
circumstances on my older machine, the exe file uses less than 2% of the CPU.
I have reloaded IE 7 several times, but that hasn't helped the problem.
Can someone help me on this one.
