You mean Outlook Express?
No, there isn't one.
MS has released an OS X program called Entourage which
does e-mail, calendar, etc. But it's not free.
OS X includes Mail.app which is capable of importing OE mail
and AddressBook.app which can import vCards (which, I
believe, OE can export for you).
