You mean Outlook Express, not Outlook, right? They're different
applications.
Are you talking about simple HTML or complex HTML?
Simple HTML (different fonts, bold, italics, font colors, etc.) can be done
from within OE. Just click on the ab/ab symbol at the left under the
attachments arrow in the compose mail window. All of the formatting options
will become active instead of being grayed out.
Complex HTML (inline graphics, columns, whatever) cannot be done from within
OE. But there are AppleScripts which can help. Look for the "Send Complex
HTML" script on the OE page at Paul Berkowitz's site

not tried it myself and won't be able to answer questions about it.
