NetMeeting never explicitly provided an "external" address, just the local
address (which could be an public WAN address or a private LAN address,
depending on whether your access to the internet goes through a router or
not)

Requirements for a call when one or both parties are behind NAT routers:

To make a NetMeeting call to a remote party you need to have a WAN or
public IP for the party you want to call. If they are behind a router you
need the public IP of the router and you need their router configured to
forward to the internal private IP that their computer has (usually by
configuring the DMZ of the router to the target computer's private or LAN
IP).

If you want the call to include audio/video your router (assuming you are
behind a router at a private IP address) must configured so your IP is the
DMZ IP.
