VAN IP = WAN IP ?

Presumably you have some sort of router or device fronting the network. In
order to access a computer inside you network from outside (which is I
presume what you are trying to do), the router must be configured to
forward the incoming packets to the inside computer. In your situation
there are a couple of options:

1) you could forward incoming tcp port 1503 (used by NetMeeting for data
transfer/calling) -- this would allow incoming NetMeeting data calls (which
remote desktop connection is)
2) you could set the NetMeeting computer as the DMZ computer. This would
allow incoming data calls, and incoming and outgoing audio/video calls (but
also has the side effect of forwarding lots of other unwanted traffic to
the DMZ machine)
