I am not sure you can automate the process (at least not completely). I
believe that the encryption keys for secure calls are generated during the
configuration process and are unique to an individual client (and the user
information is naturally user specific).

HKEY_CURRENT_USER\Software\Microsoft\Conferencing
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Conferencing

are locations of the NetMeeting information in the registry.

I am not totally sure what the "virgin" state is.

http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q267958 has
information on installing/uninstalling on XP/2000 so that you can play
using an already configured machine (it basically just sets the registry
entries to initial state on uninstall/install).
