What do you mean by "stream a video"?

WLM, NetMeeting (and Yahoo Messenger I presume -- but I am not a user or
familiar) are designed for real time (generally one to one) audio/video
connections.

If you want to allow multiple party access to live audio/video over the net
you need a different product-- probably something like Windows Media
server. If you want multiple party access to existing digital audio/video
you could do the (on a small scale) from any http server.
