The configuration determination yea/nay I'm sure is based on the registry
keys for NetMeeting-- I am not exactly what the trigger is though.
Examination of the before and after entries would probably provide the
information:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Conferencing
is where NetMeeting info is stored.
The procedure outlined in
http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q267958
essentially reinitializes the registry to not configured state so you can
try more than once (and also could provide some clues).
