As the article indicates the "msnetmtg.inf" should be at:

%SystemRoot%\Inf\msnetmtg.inf

On most systems that would be:

C:\windows\Inf\msnetmtg.inf

Access to the file (and ability to execute the procedure) assumes
administrative access to the target computer.
