I don't know why you are having a problem -- I would consider Messenger
audio/video overall quality higher than NetMeeting and generally it
provides a more reliable connection strategy (as it has a mechanism for
going throuth NAT routers that is about as good as it gets)



My sister who also has XP and MSN 7.0 is able to do a voice chat. Not sure
what's wrong with my messenger settings.

1. Is there any way I can video conf through NetMeeting, like I used to. Is
there a way I can call my dad for a conf in Netmeeting using his IP address?
Not sure how it will work because he is connecting through an ISP.

Yes using the IP address should work. All other forms of NetMeeting call
initiation are geared around obtaining the other ends IP address silently
to make the call -- using the IP address directly just cuts out the middle
man. The trick here is determining and communicating the IP address. The
help about in NetMeeting should determine the IP address -- that address
must then be communicated to the caller -- email or instant message works
here. The IP address should be determined and communicated just before
every call as it can change with each connection.

If either end is behind a NAT router/gateway/firewall the whole thing gets
very complicated though (and in some cases not possible).





2. If I can't, what should I look for so that atleast I can do a voice chat
through MSN



I don't know -- you might want to try posting in the messenger forum where
more knowledgable help might be available.
