The XP firewall I believe has NetMeeting as an exception in default form
but adding conf.exe would do it.

The http based sites you refer to usually present your IP as the provided
in the http request. It could be correct but could be different from your
NetMeeting determined and actual IP for two reasons:

1) you are behind a router -- in which case it could show the external IP
of the router
2) you are using and http caching proxy (some ISPs force this) and show the
IP of the proxy is shown

If your actual IP is a private IP (in the ranges I provided earlier) you
*are* behind some sort of router or firewall and cannot be called(certainly
not at the IP) without some router reconfiguration.
