Microsoft discontinued operation of public ILS servers in 1999. NetMeeting
still supports use of ILS servers as a call initiation strategy though. All
current available ILS servers are 3rd party (but they too are disappearing
quickly since Microsoft announced NetMeeting's retirement).
http://www.netmeetinghq.com is probably the best place to find working ILS
servers. Many users choose not to use an ILS at all and exchange IP
addresses, using the IP address to establish calls.

initiation strategies that may provide some insight.
