    NetMeeting can be configured to automatically run waiting for regular calls
    and also to not show in the system tray ( run NetMeeting -- the tools
    options general tab has controls) even when RDS has been enabled. And when
    normal NetMeeting is running RDS is not activated ( and the activate item
    is greyed out)

    So what Mark says is certainly possible and would seem to fit your
    symptoms.
