OK -- that was not obvious or I missed the information -- so presumably you
are calling using the IP address as the calling address? I can't think of
any reason why there would be a delay in connection. Pinging the other party
works without problem?
The IPs are configured manually -- both on the same subnet?

The issue is the use of the QoS Packet Scheduler in the *NIC* configuration
not the services panel.

"Exchanging" video doesn't provide adequate infomormation to determine what
is going on. Messenger has two mechanisims for video transfer -- the
"Webcam" feature which has NAT traversal strategies and remote server
support that makes UPnP NAT traversal function in the router not necessary
and the video ( and audio) calling feature which needs UPnP NAT traversal
support at the router. This is regardless of the fact that the computers in
question are on the same LAN.
I don't see where using the DMZ feature helps with audio/video on Messenger
on Win98 ( unless there is some new audio mechanism in 6.2 that I am not
aware of).

This is a cross over cable? That is what would be required to connect
directly with no hub or router. Normally in that situation the IP addresses
would be 169.254.x.x addreses unless you have specifically configured static
addresses. Perhaps you have not configured the NIC correctly?
