I had the same problem.

IIRC you had to go to File Type, URL Call To Protocol then add back the

rundll32.exe msconf.dll,CallToProtocolHandler %l

line.

I only did this once so hope my memory serves me correctly. The clue was
that when you clicked on a link to initiate a call Netmeeting did not
start.
