If you wish to pursue this further, open you browser to https://support.live.com/default.aspx & sign-in to the ID in question, then click on the Windows Live ID link in the left-hand pane. On the resulting page, use the FAQ or Table of Contents or Search box in the left-hand pane to find your way around (e.g., "Report a Windows Live privacy issue to Microsoft").
