Yes, it actually logs in and retrieves new mail even though both the File
pull-down menu and the systray icon indicate Offline mode.

No, I meant if already connected to the Internet. As I said, I haven't tried
any of this without being connected. I would assume that the login and
sync would report errors if not connected to the Internet.
My exact steps that show the problem:
1. Set Outlook to Offline mode.
2. Exit Outlook.
3. Make sure there are modifications to the email accounts that are
accessed via OLC (send email to them from other clients, log in via
web browser and move/delete messages, ...)
4. Launch Outlook (comes up in Offline mode showing both in pull-down
menu and systray).
After selecting the profile, the OLC status bar changes to show that it
is signing in and updating changes.
This only happens when launching Outlook. It is as if Outlook is doing
and initial F9 to do a forced sync when it launches.
From this point on, Outlook works as expected.
I have 3 MAPI, one IMAP, and two POP accounts set up. The issue only
occurs with the MAPI (OLC) accounts. It happens with all three and one
of those is the primary account that is selected when OL launches.
I've tried to duplicate this with the same version(v12.0.6414.1000) of the OLC in OL2003 and your settings(as I understand them)
without any success in OL03 in Offline or Online mode.
To test I've sent messages from different email clients(OL2007, WM, and OL03, and WLM) to a 3 Live ID email addresses(Hotmail.com,
Live.com, and Msn.com) only in use on a different machine and setup in the OLC(v12.0.6414.1000) in Outlook 2003 in both modes Work
Offline and Online. In both cases OL is configured as follows.
a. A pop3 account is the default account(I.e. none of the 3 Live ID accounts are the default account)
b. Send/receive messages at startup is disabled
- OL03\Tools\Options\Mail Setup
I don't see any option about send/receive at startup. I've looked through
all of the menus, tabs, and options for the mail related options. Where
exactly is this option?
I do see the send/receive when exiting which I don't have selected.
I have the Send immediately when connected selected, but that should
only be after connecting (i.e. not Offline mode).
I tried deselecting this option and OLC still syncs the Inbox changes.
c. All email accounts are included in 'Include this group in send/receive(F9)' for both settings Online(default) and Offline
- OL03\Tools\Options\Mail Setup\Send Receive
I use the same settings for F9.
d. Schedule an automatic Send/Receive every 'x' minutes is disabled for both Online and Offline
- OL03\Tools\Options\Mail Setup\Send Receive
I have the schedule switched off for Offline mode, but I have it selected
for the Online mode with a 15 minute schedule.
I just tried turning this off and OLC still syncs the Inbox.
I had been using the prior version of OLC and it worked as expected, but
this latest update now has the problem with doing a connect when OL
is launched no matter the Offline setting.

The OLC release notes file RTW FAQ final.docx(available on the OLC 12.1 download site) also appears to be contradictory to what you
are experiencing.

Outlook Connector does not synchronize unless I click Send/Receive in Outlook 2003. Is that expected?
Yes. This behavior is expected. Outlook 2003 does not send and receive e-mail messages automatically like Outlook 2007 does. If
you use Outlook 2003, click Send/Receive in order to force synchronization. Or, schedule an automatic send-and-receive operation.
To schedule an automatic send-and-receive operation, point to Send/Receive on the Tools menu, point to Send/Receive Settings, and
then click Define Send/Receive Groups.

Fyi
1. in the Outlook 2003 Systray (lower right)...the OLC shows as Offline when OL is set to Offline Mode.
2. Pressing F9(item c. above) as expected will override the Offline mode for all accounts included in the Send/Receive Group
3. The OLC does not have any configuration settings beyond an email address, password, and remember password.

I just upgraded to Outlook Connector 12.0.6414.1000 on Outlook 2003.
My default setting is to have Outlook in "Work Offline" mode, but Outlook
Connector seems to be ignoring that setting when Outlook is first
launched and actually logs into all of my Outlook Connector registered
accounts and syncs all of the information if connected to the Internet.
Once this first initial login and sync is complete, Outlook Connector then
pays attention to the "Work Offline" setting.
I have not tried this while not connected to the Internet, but I would
expect that there will be errors and/or other issues.
The older versions wouldn't attempt to connect, unless the "Work Offline"
was not selected.
Is there a new setting somewhere that makes Outlook Connector actually
pay attention to the "Work Offline" setting when Outlook is first launched?
