No one uses Hotmail for critical or even business e-mail service. They
don't announce planned outages or changes to their service. There is no
status page to determine the cause of a current outage or if there is
one. E-mails are known to get delivered to Hotmail (by looking at the
sending SMTP mail host's logs) but vaporize so they don't show up in the
recipient's mailbox. Many sites will not accept Hotmail accounts for
registering an account at that site because they are consider free and
unverifiable accounts (although users can pay for a Plus account, few
do). If you want a professional image in your e-mail address, you don't
use Hotmail, Yahoo, BlueBottle, Fastmail, or other freebie providers.
No one here can do anything about Microsoft's server hosts. This is a
peer community. This is Usenet despite Microsoft's attempt to usurp
Usenet to pretend they are forums. If you paid for a Hotmail Plus
account then you should get support. If you are using a freebie Hotmail
account, well, then it really wasn't for business use or even an
important account, was it?
So how are you accessing your Hotmail account or are we to guess? Are
you using HTTP/Deltasync via the Outlook Connector add-on? If so, lots
of users report it to give flaky results for accessing their account.
Microsoft recently re-added POP/SMTP access to Live Hotmail accounts so
try that instead. See:

It's possible their webmail server is too busy but perhaps not their
POP/SMTP mail hosts. You could try using the following web form to
report the problems (which probably need to be better described than you
did here), even for freebie accounts, but don't expect a response before
the server problems go away:

There's no guarantee that Microsoft's own URL link above will work since
their help system is screwed up. You could also start at:
http://windowslivehelp.com/Default.aspx
With Hotmail when there are server problems, you get stuck having to
just wait it out until they go away. See:
