http 408/409 sever busy

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Xp sp3
IE7
Norton Antivirus.
Problem both with Classic or Full versions.
I am currently in China.

Recently I get "http 408/409 sever busy" 60% of the time when I try to
connect to Hotmail Live. (20% of the time I get the "working on you request"
message, so Hotmail is barely usable).

I do not think it is the ISP (or my location?) as my Yahoo and Gmail
accounts work flawlessly. I do not get that error with any other website.

Any ideas?
