I am sorry, I meant to say using OE. The Deleted Items Folder > Edit > Empty
Deleted Items from this Folder~or whatever. The server is not allowing this
operation consistently today. Usually it just dumps this from OE. On
occasion this happens without regard to the remote user or understanding. It
is still <SPAM>.

Windows Live Hotmail provides you with 5 gigabytes (GB) of storage space.
Windows Live Hotmail regularly deletes old items from your Junk e-mail and
Deleted items folders. To ensure that your account doesn't exceed the
maximum size, save attachments and large messages to your computer, and
regularly delete messages that you don't need from your other folders.
...Windows Live Hotmail periodically empties the Deleted folder. To
permanently remove all deleted items, in the folder pane, click the arrow
next to the Deleted folder, and then click OK.

Delete the contents of Deleted Items folder via the webmail interface on a
regular basis to avoid such behavior.

Is this an IMAP account?
If it's a POP3 account what are the settings at Tools | Accounts | Properties | Advanced?
