What "other sources"?

Judging from the quote, it looks to be /unintentional/ (i.e., a bug) and /due to/ recent updates (i.e., changes) made on the server farm(s).

This is part of response:
After the recent updates on some Windows Live Hotmail servers, issue in
opening e-mail in new tab has become a known issue to Windows Live Hotmail
that does not yet have a resolution. The Windows Live Hotmail Product
Development Team is already troubleshooting this issue and we are diligently
working to have this issue fixed. We are also sorting through the large
amount of data from customer feedback that we have right now and once we
have determined the exact cause of this issue, we will use this information
to remedy the situation. Though we may not be able to commit in providing
you an exact date when this issue will be completely fixed, I would like to
assure you that this issue has been flagged as "high priority."

So, is just a FYI in the event you encounter the problem.
