What mail program are you using?
Are you sure about the file size? 1.35 KB is tiny. That's about the
size of an icon. A typical low resolution photograph would be in the 20
KB to 100 KB range.
Or might the file be 1.35 MB. That's more typical of a photo from a
camera or scanner. With the encoding overhead, that's getting close to
2 MB for the message size. In that case you might be running into a
message size limit for your ISP or the recipient's ISP or a server mail
box limit for the recipient.
Another possibility is your anti-virus scanning outgoing mail and
getting hung up on the attachment.
