Hotmail sign in problem

I am using Win98 with IE6. I was able to sign in to Hotmail before. Then
one day, I get this message:

Your Web browser options are currently set to disable cookies. To use .NET
Passport, you must enable cookies.

In Internet Options, I deleted cookies and files. In security, I used the
default level which is medium. In Advanced Privacy Settings, I unchecked
the box that says Override Automatic Cookie Handling.

I also used AdAware and Spybot to remove all the cookies.

The same problem still exists. Can anybody please give me some suggestions
how to fix this problem?

I can access my Hotmail through Outlook Express.
