Can you copy and paste a URL into the address bar in IE? If so, then you can use the
links below. If not, you'll need to do this on another working PC.
Have you tried uninstalling SP2? You can do that via Control Panel, Add/Remove Programs.
You may have had a bad install. Causes of this is your PC having a virus prior to
install, or being infected with spyware/adware. So you may want to remove SP2, then do a
thorough virus scan and spyware scan.

It's also best to temporarily disable your anti-virus program prior to an install since it
can prevent a clean install.
