No, that error can easily apply to non-MSN systems as well. The whole point
of the article is that some ISPs will prevent folks from using any SMTP
server but the one they own when connected to them. In other words, when
you connect to them, these ISPs force you to use only their SMTP server by
denying access to all other ISP's SMTP servers. Any ISP who does this will
cause Outlook to have this error if you try to use any SMTP server but
theirs. In this case, I'm guessing you may be trying to use the "Work" SMTP
server from home and this particular server is NOT owned by the ISP you're
connected to. If that's the case, you need to change your account settings
to use (or create a second Outlook profile that uses) the SMTP server owned
by the ISP you connect to from home. The POP3 server setting is not
important because ISPs don't usually ever place connection restrictions on
them, so you can continue to use the one you normally use. In short, change
your settings to use your home ISP's SMTP server and use your normal POP3
setting. A separate Outlook profile is probably the easiest way to do this,
so you can select the "work" profile at work and the "home" profile when at
home.
