The welcome messages are created by the mail program when it is first installed or creates
a new user. They do not come via the Internet. So their presence do not indicate that
you were ever able to contact the mail servers.

'mail.tesco.net' appears to be a valid mail server. I assume tesco.net is your ISP.

You mention sending and receiving via your ISP. I presume by that that you are using
their web mail via Internet Explorer.

Incredimail is its own mail program and does not use Outlook Express (OE) or Outlook 2000.

Check the server settings in Incredimail and compare to Outlook Express at Tools,
Accounts, Mail, Properties, Servers.

If those are OK, then if you have a firewall installed (e.g. Zone Alarm, Norton System
Works, etc.), check its settings and error logs to make sure that is it not blocking your
mail program. If you have an anti-virus (or anti-spam) program set to scan incoming mail,
that could also be blocking your mail or the firewall could be blocking the
anti-virus/spam program.

Outlook Express would use the same mechanism to contact the mail server that Incredimail
would. But it's possible to have a firewall block one program (OE) and not another
(Incredimail). It's also possible to have your anti-virus or anti-spam program process
mail as it downloads in one mail program and not another.
