Messages will only be downloaded if read, either by being opened or viewed
in the preview pane; otherwise, you get headers or nothing depending on the
Sync settings. Note that, when a user asks to see new mail, headers
download; if the user reads the email, the whole message downloads. This is
how Outlook Express operates. What you're looking for is "Single Instance
Storage" in Exchange Server terms, this requires either a webmail interface
or a different IMAP client (or an Exchange Server, but that's another
story); I'm not familiar enough with any other IMAP client to know if any of
them behave differently from Outlook Express in this regard. I will say
that the IMAP services used on my PocketPC and in Outlook 2002/2003 behave
the same way as Outlook Express, everything I look at is stored locally.
One thing that will help is if your users delete mail, empty their deleted
items and compact their folders regularly.
