OE 6.0 Disconnects When Send is Pushed

Eqt.: Gateway GP6=350, Win 98,Outlook Express v. 6.0,
Internet Express v. 6.0.2600, ISP: Hosting.com (was
Interaccess.com), slow dial-up line.
Every time I try to send a message, OE disconnects the
phone line. It can be redialed and re-connected and then
the message goes, but this is a PITA. The same happens
when I hit the Send/Receive button to get more mail after
being in IE or Netscape.
The format box "Hang up when finished" is NOT checked. (I
tried marking it to see if it was toggling wrong, but that
didn't help.)
This started occurring about three months ago. I do not
recall any system changes made at that time.
