my isp wont connect me to the internet

I have att as an isp. It says I am connected, however none
of the pages will load. I added another isp and it works,
but I get a msg that I have the w32.Welchia.Worm, I have
all ready downloaded the fixTool from My Norton Protection
site, however it says it sees no virus when it runs.

To top it all off, my computer does not want to close my
Norton antivirus program when I go to shut down. It takes
forever to shut it down. I have not been able to find
anyone that can talk to me about this to help. can you?
