bits is required to download and install updates in the background. It is recommended that you leave it on automatic and let it run as many apps depend on it to download large files consistently, effectively and has built in QOS.

Well ... after a couple of weeks and a great deal of exceedingly foul cursing ...
I got the beast to install & behave decently, albeit not perfectly, on my XP/SP2 system.
Here's HOW I diddit:
A - I had a dream last nite.
B - In said dream a loud, testosterone laden voice uttered:
Hey you dummy ... go to the Control Panel and bring up
"Administrative Tools".
C - Now select the bottom line entry named: "Services".
D - Find the 'service' named "BITS" and select it.
IF "BITS" is NOT started: START IT and set it to run
AUTOMATICALLY.
E - Re-boot and have another crack at installing IE 7.
My guess is that a lotta folks gonna be cursing LESS ...
less colorfully that is.
