If it is the same thing that I have seen it's the "chunking" effect which
is applied to .jpg or .png Really slows down rendering while online.
In contrast if the same image is cached and you set Work Offline
in order to force it to be rendered from the cache, rendering of it
is instantaneous.
I haven't tried to diagnose this but what I think I might try is first of all
to verify that that there is some network component to the "chunking"
effect, e.g. using a packet trace.
FWIW Here is the image where I first noticed this symptom:

After that I would have no idea where to go, unless RegMon
would expose some tweakable setting.
However, I'm not sure that this is the best newsgroup for pursuing
such a diagnosis anyway.
