This is normal if the remote site is configured to not return ICMP
responses, aka ping, traceroute and the like requests... common security
measure. All you are getting is the dns answer, in the form of an IP. This
is to be expected. Letting your web server return pings is considered a
security issue so most people "in the know" disable ICMP responses at the firewall.

The only "real" test of being able to reach a site is with the browser
or using telnet, to a specific port:
telnet somehost.somesite.com 80
If you get a prompt (looks like a black screen) the remote webserver is
reachable on that port, and your network will allow connections to that
web server. If it's not you'll get a telnet error. If this test passes
from the affected machine, install firefox on it and see if firefox works.
If firefox works and IE doesn't, it's a software issue with IE.

This is commonly called "pinging" a port, though it has nothing to do with
the ping program, which only uses the ICMP protocol and can't test a
particular port.
