Win Me. error message

When I turn my computer it either goes into safe mode or a blue screen with
error message. I have not been able to boot up and go to explorer in a
week. This is the error message.
AN ERROR HAS OCCURRED, PRESS ENTER TO RETURN TO WINDOWS.
"ERROR :OE : 0028 : C003137B
Run on Win me. PC.
Any help would be greatly appreciated
