How many apps do you have running?
How many windows of IE do you have running?
When you click the Launch IE button does it open maximized?
Or do you have to maximize it? Also does the status bar
appear when you launch IE from the button?

My guess you have too many apps running or that you don't
have reuse windows checked in IE advanced options.
