Settings hijacked on a near-daily basis: Help!

Well, once again, a webpage has hijacked my Internet Explorer settings
and done things without my consent or knowledge. This time it was
more serious than usual:

At least one program was installed without my consent/knowledge. I'll
be running some scans shortly to see what else may be on here. I had
no warning that this software was being installed.

My search page was once again changed from Google to something called
Yoogie, whatever the hell that is, and to change it back I will once
again have to completely uninstall MSIE, delete the settings, and
re-install from scratch.

I've changed my ineternet security settings to HIGH, but am still
having things like this happen. Is there anything else I can do to
prevent things like this? I'm using MSIE 6, Windows 98, and my system
is properly patched according to the Windows Update website.
