Right click on menu bar, or choose View, Toolbars; uncheck "lock tool bars",
Hold the mouse pointer just to the left of where the menu starts. There is
a I beam and when you hold the mouse pointer over it, it changes to a double
arrow. Hold down the left mouse button and drag it down or up to reposition
the menu. When you have what you want, relock the toolbars..
