Index on Tiff documents

Is there any way to use Index Services in order to index the content of
scanned pages in tiff (CCITT Group 4) format, for full text search purposes?
A proper iFilter would be an acceptable way.
If such a way exists, how can we ensure that it works properly with Greek
characters?
