Searching for Japanese content

Can anyone guide me on setting up an Index server that
will support both searching of Japanese and English
content on an English Windows 2000 Advanced Server?

I have an English website and Japanese website hosted on
an English Windows 2000 Advanced Server using IIS 5.0.
I've also Indexing Service set up too, with separate
catalogs for each. Japanese content is encoded as
shift_jis.

If I search the Japanese content, i always get a 'query
only contained ignored words' error. I've set-up
a 'neutral' word breaker but it doesn't seem to make a
difference. Anything else I need to do? Tips guidelines
would be greatly appreciated!
