ASP cannot display webpage

Have Windows Server 2003 standard. Enabled IIS. Under Web Service Extensions,
Active Server Pages and ASP.NET v1.1.4322 are allowed. The IIS account has
permissions to the web site directory. Execute permissions are set to
"Scripts and Executiables".
When I try to run a simple asp page using
http://localhost/test.asp, I get
the error "Internet Explorer cannot display the webpage". Running html files
is ok. Also I cannot run the IIS Administration page. Same error.
What could be wrong? Have tried reinstalling IIS but no avail
