401.3 ACL Error w/ RPC over HTTP

I'm running WS2K3 with Service Pack 1 installed, as well as Exchange Server
2003 with Service Pack 1 (test environment, single server). I have the
server running as a Domain Controller and Global Catalog. I can get
everything to work (OWA w/ Forms Authentication, OWAAdmin, TCP/IP connection
to Exchange w/ Outlook) except RPC over HTTP. I attempt to access the
https://server/rpc folder, it asks me for authentication (I enter in
DOMAIN\username and then the password) and it comes out with "HTTP Error
401.3 - Unauthorized: Access is denied due to an ACL set on the requested
resource." I am at a loss on how to get this working. I attemted to reload
the system completely (format, reinstall server, etc) and came out with the
same error, yet I have been unable to find anybody else with the same error.
Any help would be appreciated.
