Arabic Encoding With SMTP (IIS 5.1)

We encountered a problem that when an EML messages that contains Arabic
characters in From Field like
( From: Arabic Name <jim@domainname.com>)
..etc
the SMTP placed it in the bad directory.
Does SMTP support arabic encoding or other encoding like japanese,chinese?
if yes how to make it works?
