Hello,

The first thing i would do is check for network traffic on the webserver.
You can use Task Manager to do that.

If the webserver seems to send/receive much data, you need to figure out
why. This can be done by checking the processes running. If your webserver
has been hacked, you might however not see all processes. A network
sniffer would however be able to tell you what kind of data it is about.

I would consider this server to be "dirty" and re-install, if there
doesn't seem to be any reasonable cause of this.
