Security settings for cmd access IIS XP Pro SP2

Are there any new security settings for controlling access to the cmd shell
in XP Pro?
In Win 2000, I have been able to execute a .EXE program from HTML using IIS.
When using XP Pro, the program runs (it generates an debug file with the
proper data from my HTML form), but when the program tries to execute a COPY
command or execute another program using the command shell, it fails.
The directory has read-write and execute includes scripts permissions.
The IIS server does not return any error codes.
I've turned off the firewall and lowered IE security settings to the minimum.
This application is on a stand-alone laptop that will never be on the
internet, so I don't have to worry about security or malicious attacks. So I
can make DRASTIC setting changes if they would help.
Any ideas?
