Web Site help

I have a web site that I developed on my computer and would like others to
look at it.
My setup
DSL Modem with static IP Address
Dlink Broadband Router
My Dell Computer
Runs Windows XP Pro SP2
SQL 2000 developers SP3a
IIS 5.1

My computer as a local ip address of 192.168.10.21

>From my browser i get to my web via
http://localhost/tom.htm

I can ping the static ip address from another site

What do I have to do to access my web page from outside my local network?
