Answers, but not in order:
If I boot into safe mode with networking, the same behaviour occurs.

This occurs with just 2 3rd party NIC's (3com), and disabling the
onboard ones in bios setup. And vice versa.
3com Gig server card 3C996B-T uses Win2003 built in drivers only per
3com. Computer came configured (MPC Micron Netframe 600) with Windows
Server 2003 and the onboard adapters.
IPSEC is set to automatic, but does not run in safe mode w/networking
No VLans, and all private ip's are on 10.0.0.x, and all are using the
same gateway.
I have a pix tunnel to a second location, and if I use dhcp, that
server on a different subnet shows up a second dns server. Here is
ipconfig/all results:

Symantec AV Client ver 9 is enabled, but just for the heck of it I
started a full scan in safe mode and it came back clean. I use the
corporate edition which updates definitions daily from a separate
server.
The personal firewall is disabled at all adapters.
IIS Admin service does not run in safe mode, and if I just turn it off,
the behaviour does not change.
I use IISProtect, but uninstalling it did not help.

I am beginning to think starting over from scratch might be best. In
the past 25 years of messing about with computers, however, I would say
that reformatting fixed my problem about 1 times in 5. Makes me sad
when reformatting is done and somehow I have the same problem, although
it is kind of amusing from a distance.
