In IIS manager you should be able to set the connection timeout to something
short, like 90 seconds. I believe it's on the Web Site tab. That should, in
theory, cause IIS to release those abandoned connections.

If that's still not enough, though, you'll have to upgrade to Win2000 or
2003, which has no connection limit.
