Make sure you close the IIS Manager UI after making your changes so that
changes are flushed to IIS configuration on disk and saved across a server
restart. Depending on how you restarted the server, your IIS changes may
still be in memory and *not* on disk and that is why you lose them. It's
like when you make some changes in Word document but fail to hit "Save" --
if you crash/restart Word without saving, your changes are gone. Closing
the IIS Manager UI or selecting "Save Configuration to Disk" from the UI
will explicitly hit "Save" to disk.
