IIS Connection Restrictions / Licenses Required

I have an XP Prof computer acting as a small web server. Restrictions on
this seem to only allow 10 concurrent users to access the site. Broken
connections, which don't release their session, causes us to have to reboot
the machine each time. Does anyone know which operating system will work
better without the need to buy multiple license?
