slow downloads through CGI

Hi all,

We're having a strange issue with Win2003/IIS6. The specific
application we're using is Livelink... when we test download speeds
using the livelink.exe CGI we see slow download speeds vs a download
directly through IIS. We're talking 60-70% slower. We do not see the
same behaviour on a Win2000/IIS5 box (using the same application, same
network and same downloaded material).

Anyone seen anything similar? Does IIS6 interact with CGIs in a
different way from IIS5?
