so telnet just sat there? sounds like it connected and was just waiting for
some input
did you type in GET / at that point? IIRC, XP's telnet client doesn't echo
back characters properly by default so you wouldn't have seen much
happening - once you've connected, just type it blind and hit enter.
I just tried that in my XP telnet client and I got HTML as expected. if we
get HTML for your test, we can say IIS is OK and the problem is downstream.
